The memo or composite email allegedly transcribed or created from intel developed by Dutch Intelligence from their intercepts of Russian communications is especially confusing. The most significant element of that incident is the fact that CIA Cir. Brennan tipped off the Russians that they had a mole from a Western European Intel agency.
