Imagine a school principal who advocates for a policy of open campus lunches. A week later, a student who left campus for lunch gets into a car accident.
While the open campus policy allowed the student to be off campus, it did not compel or cause the student to get into an accident. Blaming the policy for the accident is similar to blaming the sheriff's defense of sanctuary laws for the drunk driving death. It confuses a preceding circumstance or a policy stance with the direct, causal action.
