Gabbard conflates different aspects of Russian interference. While the declassified emails might indicate that intelligence officials didn't believe Russia had the intent or capability to directly manipulate vote counts, they still expressed concern about broader Russian efforts to influence the election through other means, such as hacking and disinformation campaigns. The original intelligence community assessment focused on these broader influence efforts, not just vote tally manipulation.
Gabbard's memo and statements selectively quote from documents and remove context to support her narrative. For instance, emails showing internal discussions or evolving assessments are presented as proof of fabrication, rather than the natural process of intelligence analysis.
Despite Gabbard's claims, many reports reiterate that the core findings of the intelligence community regarding Russian interference (that Russia tried to influence the election and preferred Trump) have been consistently upheld by multiple investigations, including bipartisan ones. Gabbard's declassified material, while providing a Republican-led House committee report's perspective, doesn't fundamentally refute these broader conclusions.
The release of these documents, and Gabbard's strong rhetoric, came at a time when the administration was facing pressure regarding the release of the Jeffrey Epstein files. This has led to speculation that the declassification was a strategic move to shift public attention.
While Gabbard has presented a selection of documents and a narrative interpreting them, her "evidence" does not conclusively or broadly prove her claims of a "manufactured" hoax or "treasonous conspiracy" by the Obama administration regarding Russian election interference.
