3, 5, 7, 8, 9, & 10 and took a college player 50 picks earlier than projected in the second. All guys that will sign for less than slot. Also were all guys that were not invited to the MLB Combine, a key note because players who were invited to the MLB Combine are required to be offered 75% of the slot value at a minimum.
First and competitive balance round guys are college guys, should sign for right at the slotted amount. Second rounder is a guy taken 50 spots above where he was slotted, normally a sign the player is OK with signing an under slot deal.
It's not a stretch to think the Dodgers would have about 1.3mm in savings from those picks plus they can go 450k over their 9mm cap and only incur a financial penalty. If they use half of that savings to sign the HS guys they took in the top 10 rounds they could offer Horn up to $1.15mm.
