VISAs
control at the border of who can and cannot come in
Government providing welfare to the immigrants
ICE and government tracking people down and arresting them when they have not infringed upon rights of others

I believe the core of the long term problem has simply bene that government has not allowed more or less freedom of movement and employment across the USA.

fix that and I believe most of the other problems go away.
