Strong wage theft laws against employers who refuse to pay overtime.

Laws that restrict non-compete clauses.

States with laws that penalize businesses that take short cuts in worker safety that result in fatalities or injuries.

States where the income ratio between the CEO and the average employee isn’t grossly out of whack, indicating the business is investing in its employees instead of concentrating wealth at the top and paying the workers as little as possible.
