most intense specialized services and show no progress are cut from schooling.
As it stands now, the ones who cost the most, upwards of 10x the cost of a regular student, never show much progress. Then they age out and there are very little social services for them.
There is little point trying to educate someone who is just incapable of it.
This will also sound cruel, but it is not uncommon for the same parents (or mother) to have multiple children with severe special needs. So perhaps a lifetime cap on special needs schooling for parents should be put in place. If they continue popping out special needs kids, either they have to fund it beyond the cap or their kids just don’t get it.
