Let's explore "place the burden on charities"

I think that's what we do. You and I both know that those resources will become strained if not run out. Then what? Well, liberals will have the opportunity to do what conservatives do, which is donate their own time, money, and other resources to charity. Second, and more importantly, the charities themselves will attach strings and enforce them.
I used to donate time to a home for women in crisis pregnancies in south Dallas, run by the Sisters of Charity (Mother Teresa's order). Women who came there were given room&board, meals, and medical care as they had their babies, and for a time afterwards to get on their feet with a new child. If a woman agreed to accept their help they had to agree to the house rules, which sounded strict to the modern ear. One such rule was no men in the facility. None, other than a priest or doctor, both escorted.
People who behave poorly and make poor decisions will ultimately need the charity of others. Usually, the worst thing you can do is just hand them money. Give a hungry addict with starving child money for food, and he's likely to spend it on his addiction and not food. Screw that. I don't know this woman's particular situation but someone who does could enforce some behavioral changes, which would be much better than access to free money.
