Why didn't the camp staff take the flood warning seriously?

Were they running a kids camp in a flood zone and not monitoring the weather alerts?

Let's see an interview with the camp director where they are asked why they didn't evacuate the camp on their own. Does the county judge need to buy a weather radio for the camp?

Please explain why this message is being reported.
