they have multiple teams working on assessment of scenarios - a "worst case" team, a "best case" team, and a consensus/median assessment team. They all make reports using whatever analysis they have available to them to build their case/report. They're all vetted and then a final report is made.

Some dweeb leaked the "worst case" report and the dupes are running with it b/c orange man must be stopped
