The president has NEVER, EVER needed congressional permission to employ the US military. The Constitution explicitly names the President as the COMMANDER IN CHIEF of the military NOT the congress. The War Powers Act requires that the President INFORM congress within 48 hours AFTER employing the military in a combat action, and must request congressional authorization AFTER 60 to 90 days of troops being deployed in a combat action. Insisting that the president needs congressional approval to deploy troops beforehand is nonsense, those people can’t agree on what a woman is, let alone make a time-critical decision where operational security is paramount. Laughable on its face.
