Neither of these is a long term strategy, but rather short term pain for negotiation purpuses to pressure others to fall into line and do what we feel that they should be doing.
The methods require us to do the opposite of our alleged principles, but are a short term strategy that will be quickly abandoned as our negotiating partners abandon their current practices and engage in more productive practices with us, and then we can all live happily ever after.
One big problem with this, is that such as strategy requires one to be coming from a very strong negotiating position with the ability to essentially force everyone else to do "the right thing" and the game of chicken pays off and the powerhouse could then revert to those best practice principles along with everyone else and we could all then live happily ever after.
I doubt very much that the US is in that undeniably overpowering position to pull such a strategy off, and I also don't think that some of the pressure groups influencing Trump actually have those laudable end results in mind. Their goals are more nefarious, and even if Trump could pull this off, they won't go away quietly.
