Pagan is absent of God and right and wrong the law says that it matters who starts it. The USA was trying to start the war with Mexico with the Texas Revolution (another war by proxy). It didn't happen because Santa Anna went a different direction. So Houston had to change plans it ended with Texas independence but they had to wait 10 years later to get the opportunity. The goal was California.
