However, McDonnell (LAPD Chief) indicated that the intensity and violence of the riots may now warrant such a response. When asked about Trump’s presidential memorandum ordering the National Guard to support federal law enforcement, McDonnell said the department would normally activate internal protocols before seeking outside help, but admitted circumstances have changed.

“Looking at tonight, this thing has gotten out of control,” he said. “To say that we would go to [National Guard deployment] right away, I’d say we’re not. We wouldn’t have been there yet. Looking at the violence tonight, I think we got to make a reassessment.”
