The article, though, claims Trump’s EPA proposed rule would roll back regulations on mercury-emitting coal plants, which would potentially make the problem worse.

Which is the point of the article and presumably the reason JG posted it. And which point seems to have been overlooked or dismissed by every other poster in this thread by focusing on the publication date of the study.
