There was no reason to send troops to Los Angeles. No one had been killed, after all.
Applying that brilliance to the situation in Iran, they would have preferred Israel wait until Iran had a chance to fire off a few nuclear weapons into Tel Aviv. Don't wanna be premature, and you wanna make sure that the enemies weapons work before you attack them.
If a robber pulls a gun on you, you wanna make sure the gun works. Maybe ask him to shoot a few of your family members before you obey any of his commands.
And by the way, if you're waiting for a few people to get killed by illegal aliens that have not been confined, you may be able to find a few examples. Or a few thousand.
