they decide that's what they want to do and make smart decisions towards that goal.

No, Mizzou cannot do that in all sports at once.

This is what I expect for Mizzou sports to do:
MBB - Consistent top 25, Sweet 16 more than not, FF at least once a decade.
FB - Consistent 8-4, 6-6 is disaster, 10-2+ once a decade.
Yes, it should be easier for MU to be consistently elite in hoops than it is in football.
Baseball - .500 team overall. Not dead last in the SEC
Softball - Consistent tournament team. WCWS 3-4/10
Volleyball - Consistent tournament team.
WBB - Average in the SEC.
Wrestling - top 10 program.
Soccer - Competitive in the SEC.
XC-T&F - Respectable in the SEC.
M&W Swimming - Average in the SEC.

We have done almost all of these things, some of them concurrently. None of these are huge asks. Pretty modest goals in most cases. Only complete mismanagement and bad luck in the men's hoops program has prevented them from achieving this.
