But is anyone harmed at the moment a person crosses the border illegally? i.e. the alternative definition of crime, an act where there is a direct victim.

An example of that is speeding. No one is harmed when you are going 70 in a 55. One of many victimless crimes we have in this country.

Please explain why this message is being reported.
