just because someone wasn't permitted to participate in something doesn't mean they're entitled to some arbitrary payment as compensation for their non-participation. who knows if any of them could have made anything. I'd bet the vast majority would have made nothing, but there's no way of knowing, let alone quantifying it.
that's the problem with retroactive stuff like that. you're penalizing people who played by the rules, while disproportionately rewarding those who may or may not have been impacted at all. it's a simpleton's way of attempting to cleans their own guilty conscience.
