I have lived in California and Texas and both states grew economically off of the illegal immigrant from Mexico. They have had a system in place for years and it worked, it didn't work perfectly but it worked. Gangs were made up of legal more than illegals. It wasn't until the social breakdown in our country and the hunger for drugs happened did we experience the issues that we have now. You can also add the breakdown in Central and South American governments to the scenario. What caused all of this?
