have to pay off the families of the fallen. There is some indication the Ukrainian government intends to classify 6,000 bodies of dead soldiers turned over by Russia as deserters to avoid paying an estimated $2.2 billion to their survivors. They had previously been declared missing in action. Now their KIA status is confirmed.
