That doesn't have a clue behind the scenes, and that's exactly the way the staff underneath preferred it. They could do anything, get a rubber stamp, and if it turns serious, they count on people not wanting to trouble the senile old fart.
Doge has exposed that much od DC isn't being run for helping people, it's being run to help politicians, the donor/consultant class.
The way to get rich in DC, is by leading your own NGO/charity and rely upon your friends to send money, and you in turn either hire their family, friends, or kickback thru a different charity you run.
