If Germany did this and their missiles are used against targets inside Russia, its likely Russia will directly attack Germany with a similar strike. They have already said as much. For some reason the Russians have a low tolerance for a German provocation.
Also, the Ukrainians conducted a series of attacks against military airfields and a passenger train inside Russia last night. Reportedly, drones were launched locally from a trailer truck and guided to their targets by a team hiding inside the truck.
