effective drop or rise ball. A major reason is the slower velocity of their pitches. I suspect smaller hands are also a limiting factor, as is the smaller diameter of the ball. At least in this video the boy's pitches are coming across the plate with no late movement. Looks pretty much like BP. Its hard to tell, but I'd guess he throws hard enough to get it past the females he's facing.
