agree with the private charity side. But there is nothing in the US Constitution that gives the federal government the power to feed people. State constitutions likely vary.

basically SNAP is a Walmart program, as they get paid full price for their products. Obviously others benefit as well, but from what I have seen, SNAP is used at Walmart more than anything, since they are the largest grocer in the country.
