mean that you are here as a guest. If I have a houseguest and catch them stealing from me or breaking the rules of my home they will be summarilary escorted to the front door.
When they accepted the green card or visa they agreed to follow our laws. When they break they agreement, no matter how long they have been here, it is time for them to return home.
As a side note, why would you choose to live in a country for fifty years and never become a citizen?
