the Executive has been doing tariffs for 10+ years now, and nothing has been done.

This is one point where partisanship and correct separation of powers actually comes together, just like the abortion ban.

Of course, this could be said about almost any EO that is written, especially if they change tax collection, or become the equivalent of a new law, which is the job of Congress to start.
