If an EO is solely about executing a law, similar to how a department would publish a regulation, I am probably ok with that (although the Supreme Court supposedly cut that back a lot).
The making of a new law should not be allowed.
I do think Rand Paul discussed this well a week ago on This Week, and blamed Congress as much as anything for giving up power to the Executive. e.g. tariffs are taxes and belong in Congress, not the Executive, although I see the benefit of a trade deal being negotiated by the Executive and then authorized by Congress.
