At about the time, probably soon after, the 2022 state of the Union address.
My guess is that during the first year of his presidency, they realized what a mental midget they had installed as vice president. And as most DEI/affirmative action hires, she probably thought she was deserving of the presidency and more. Whatever "more" would be. She may not be a willing puppet and had to remain in place.
And the corrupt deep state liked having an incompetent puppet at the presidential podium and could tolerate a stupid giggler as vice president.
