Congress as it is now and has been for some time, operates to accomplish nothing. The House knows they are constantly up for re-election every 2 years.

They know Trump’s approval rating is below 50%. They know if the economy goes sideways being too close to Trump could get them tossed next fall.

Trump is compelled to shove as much as he can through EOs to try to get what he wants done because Congress is useless.
