This happened to the GOP under Clinton, and then again under Obama (when he actually had 60 Senate votes).
The main thing that will happen is the GOP will disappoint. This is already happening with the budget. The cuts are shallow and there is nothing that I have seen that gets rid of the department of education.
Trump will not get complete victory on the tariffs, so some of his supporters will be upset.
the Democrats will find someone to energize their base.
And the biggest thing that will happen is that both parties will squash any new party that might come forth.
