The program I propose is less about Lincoln and more about recognizing the weaponization of a portion of the black population to a point where they have become casualties of irregular warfare and represent enemies domestic.
Such should be given the reparations they seek in a way that ends the problem forever, as opposed to encouraging them to seek continuing actions to extort in ever increasing volume.
