That typically devolves into a "might makes right" or "survival of the fittest" type of society, no?
When governments collapse there is de facto anarchy. From what I can tell societal order tends to devolve as there is no one to enforce any prior laws. Eventually, families and groups tend to work together to defend their rights, or in the case of armed gangs to take advantage by violating the rights of others.
It seems to me that you are living in a la la land thinking that everyone will tend to just agree on the "common sense" rights that seem so obvious to you and will also tend to defend those rights.
I think that the opposite is true.
