focused on to varying degrees. He was speaking in the context of the DEI & LGBTQ+ mandates of the previous administrations and the deleterious effect they had on military preparedness.
It may be that the LGBTQ+ hiring mandates didn't adversely affect Op Sec nearly as much as it did for the effectiveness of the combat troops in his opinion.
It may also be that the focus on "meritocracy, accountability, standards and readiness" by eliminating DEI mandates also improved OpSec significantly.
If he was ranting, he may not have been giving a college essay level rendition of what they were doing and how they were going to achieve it... he could have failed to mention it even if it was a top focus of the department.
