The claim that "Obama legalized propaganda" is a misunderstanding and distortion of what actually happened.
Here’s the context:
In 2013, the Smith-Mundt Modernization Act of 2012 went into effect. It was part of the National Defense Authorization Act (NDAA) signed by President Obama. This legislation updated the original Smith-Mundt Act of 1948, which had prohibited the U.S. government from disseminating information intended for foreign audiences (such as Voice of America broadcasts) within the U.S.
What changed?
The modernization act removed the restriction that prevented U.S. citizens from accessing materials created by government-funded foreign broadcasts (like those from Voice of America or Radio Free Europe). This was primarily about transparency—allowing Americans to see what their government was broadcasting abroad.
What it did not do:
It did not legalize domestic propaganda or allow the government to deliberately lie to U.S. citizens.
It did not authorize the creation of new propaganda campaigns for U.S. audiences.
