(who they drafted in the 3rd round) on the practice squad any team could just claim them without giving up any compensation.

Not to mentioned they already signed Flacco and gave up a 5th round draft pick when they traded for Kenny Pickett.

Based on all of that it certainly feels like a situation where the owner may have forced them to make the pick given everything that played out beforehand.
