money from the citizens to give to the government to spend, whether for infrastructure or anything else, is not a way to strengthen an economy. The government is very wasteful, inefficient & corrupt, and any improvements are at the expense of the even greater benefits that would have accrued via the spending by the people who had actually earned the money that the government took from them.
Whether the Democrats, with a babbling & borderline incoherent Biden as the ostensible puppet in charge took some money and spent it, theoretically "for the people" and took credit for the obvious benefits from that massive spending is only the visible part of the story. The flip side of that is the families who couldn't replace an old car or fix their broken air conditioner, or replace their old inefficient unit with a new one that would have dropped their monthly fuel bill for decades into the future. Of course there are thousands of individual stories like that throughout the country. The net effect was a reduction in the standard of living for most Americans, while some politician got to dig a shovel full of dirt for a photo op in front of a new bridge with his name on it, perhaps built by a Chinese construction company. It may have looked like a huge benefit to the American people by the uneducated and ill-informed, but the reality was that it was a net negative for the people and the economy of the United States.
It in no way, manner or form "proves" that Biden isn't senile.
