Congress didn't give the courts authority to review deportations. District courts, in particular lack jurisdiction. Additionally, habeas claims can't be venue shopped and must be brought in the district where the detainee is held. Judge Boesberg has attempted to create a class for a class action judgement, but individual cases are not applicable to a nationwide class. The Trump Admin would be acting appropriately, if they tol the district courts to pound sand.
