If you have a three year old, and you bake cookies, leave them on a table and walk away, is the problem with the three year old who grabs the cookies? Or that you left them out and made them accessible?

End the benefits or set up barriers to make them inaccessible to non-citizens.

Then you are left with people choosing to come here knowing they need employment to survive, who are paying taxes. You can even dangle a carrot. If they work here and pay taxes for 10 years, commit no crimes, they can apply for naturalization.

Does that mean birthright citizenship needs to go? Yes.
