No doubt the War on Drugs has been a failure and if you take soft tactics then failure will always be the result. That is a psychological fact.
When using hard tactics the punishment has to be so painful that it actually is a deterrent. Death to all involved... Family(women/Children/Elderly), Friends, Business Associates, etc. would basically cripple the drug industry for a long period of time.
A operation on all cartels would massively reduce the influx of drugs and human trafficking. These are complex operations with vast amounts of moving parts within these organizations. I think you underestimate how long it would take to replicate the cartels. I do agree it wouldn't stop the flow completely but it could slow it down.
Of course a hardline stance on American Addicts mirroring Singapore's or even harsher would also need to be implemented to get to a statistical zero amount of abuse.
