No, a federal work permit, also known as an Employment Authorization Document (EAD), does not grant you legal permanent residency in the United States. It only allows you to work in the U.S. for a specific period. A Green Card, or Lawful Permanent Resident Card, is what grants permanent residency and the right to live and work in the U.S. permanently.
