call him a fiscal conservative, but if you read the article you will see that most of it is out of his control... and as Matt said, he can't pass legislation on his own.

Not to mention, the courts forced the USAID payments to resume and they made up for lost time, almost equaling where they would have been if he hadn't stopped them.
