who rejects the Zionist secular state of Israel in favor of a religious state. That complicates things. If Israel were a true religious state, it would be completely clear his loyalty is to Israel.

Being that it is not, it isn’t clear. But his loyalty is to Judaism over the US, which makes it inappropriate for him to have a role over speech within the secular US.
