Then, the paper ballot in person, with verified id is far more secure than the current system of mailing out ballots, no verification, and allowing ballot harvesting to occur.

I'd also add security to ensure that the paper ballot is from a valid site, not the mystery boxes from a truck or van that always seems to be full of dem votes in close elections.
