The math issue is fairly obvious, if you have been following at all. I'm not an expert on congressional rules, but the most obvious math argument is how they are trying to pass it. On current rules, they would need more than a simple majority to pass it. So they are considering changing how they do the math on whether it is an increase, so they only need a simple majority in the senate. Thats at least one match issue.
