Until LBJ, Education was a state/local
The federal government did not issue any educational policy until the 1960s (Elementary and Secondary Education Act & Higher Education Act... both passed in 1965)
It wasn't until the 1980's that states began exercising control over local school boards. According to Education Week, Kentucky, in early 1989, was the first state to take control of local districts. In October 1989, the New Jersey New Jersey Board of Education fired the Jersey City Public Schools' superintendent and elected board, in what was considered at the time to be the most extensive takeover to date. In 1989, eight states—Arkansas, Georgia, Kentucky, New Jersey, Ohio, South Carolina, Texas, and West Virginia—had laws authorizing state takeovers of local districts.
