The message isn't unclear if you're not looking for a singular purpose across every trade partner and if you don't view this from your perspective.

I don't find it all that confusing at all, actually.

The goals are diverse, the trading partner "problems" are diverse and complex, and the negotiations started with a a massive shot across a lot of bows.

You're trying to simplify it and have chosen your view, to which you're entitled and with which I disagree.
