whether locally of national, they should have two goals. One is to ensure every kid is meeting a minimum standard for English, reading, writing, mathematics, science, American history, computer applications, civics and personal finance. The second is to ensure that schools and teachers are meeting the highest standards of performance and removed if not.

To these goals, the Dept of Ed. is failure.
