What rationale will Marxists use to argue against defunding

I'm sure racism will be one of the reasons, but what else do they have.?
When something fails so miserably every year after every year after every year and the budget goes up more after more after more, how can they make the case that stopping a failing bureaucracy is against the kids?
Pleas to emotion rather than logic and common sense will be the rule, for sure.
