not in the Constitution. The practice was invented by lower court judges some 40 years later. Its the President's responsibility to see that the laws are faithfully executed. The Judicial Branch lower courts have no authority to second guess his administration of the government. The Supreme Court has responsibility to rule on matters of law and the Constitution. There is no role for District Court judges.
